Regulation of tuition assistance program

"ZHAKIYA SARSENOV" REGULATION OF TUITION ASSISTANCE PROGRAM

1. PROGRAM OBJECTIVE


1.1. The objective is to identify and to support the graduates of children's homes and boarding schools. Graduates who come from low-income families who have demonstrated sufficient academic performance and motivation for further education will be eligible to receive support.
1.2. Graduates of Children’s’ homes, boarding schools, and orphanages who come from low-income families are invited to participate in the program.
1.3. Tuition assistance is granted upon a competitive selection which is based on the level of necessity, academic performance, and personal characteristics.
1.4. Tuition assistance is provided by the Foundation for the entire period of study.
1.5. Number of educational grants and the amount is determined by the Foundation’s Board of Trustees on an annual basis.

2. GENERAL GUIDELINES


2.1. Educational grants of Zhakiya Charity Foundation (hereinafter ‘The Foundation’) are intended for graduates applying for a degree at higher Educational Institutions of the Republic of Kazakhstan.
2.2. Graduates meeting all the criteria of the program are eligible to become applicants for educational grants. All citizens of Kazakhstan are invited to participate in the program.
2.3. Graduates of the orphanages have a priority in the selection process.
2.4. The selection process consists of two stages: 1st stage – pre-selection which is implemented by the management of the Foundation and is based on the documents submitted. Upon the results of the 1st stage the list of finalists is prepared. 2nd stage - Board of Trustees reviews and approves the list of finalists. Closest relatives of Foundation’s employees or those of Board of Trustees members are not eligible to take part in the competition.
2.5. The program does not discriminate any participants based on their race, gender, religion, citizenship, sexual orientation, or mental capacities. The competition is base on evaluating the merits and opened to everyone who meets program’s criteria.

3. CANDIDATES’ SELECTION CRITERIA


3.1. Graduates interested in obtaining tuition assistance need to apply to Zhakiya Charity Foundation in order to participate in the competition. Application form, selection criteria, and the list of supplementary documents can be found in appendix. Every graduate becomes a Scholarship Contender once applied. 3.2. When reviewing contenders’ tuition assistance applications the Foundation is paying particular attention to the following criteria:

● Communication and social skills. Scholarship contenders are expected to have clearly expressed communication and interaction skills as well as the ability to present their point of view orally and in a written form. Contenders are also expected to be able to organize their life during the study process. Leadership qualities would provide contenders with competitive advantage.

● Academic performance. The selection committee evaluates the knowledge and academic ability of the applicant based on the Certificate of Secondary Education as well as the result of the Standardized National Test.

● Personal characteristics. Selection committee takes into consideration contenders’ personal characteristics which would allow contenders to better understand how to reach professional and career goals. Contenders are expected to have high moral and ethics standards and they are also expected be respected by their peers.

3.3. Selection criteria:
● Financial situation;
● Orphanages’ graduates (such graduate has a priority in case all the required documents are provided);
● Academic knowledge;
● Recommendations from academic insitution;
● The degree of participation in community and in social life;

4. LIST OF THE DOCUMENTS REQUIRED TO PARTICIPATE IN THE COMPETITION


4.1. Contenders need to provide the following documents in order to participate in the competition.
● The form can be obtained at the Foundation’s office.
● An essay containing
А) brief autobiography including the description of condenser’s strong and weak characteristics, professional and career goals, extracurricular activities
B) the description communicating condenser’s motivation to participate in the program and demonstrating how the contender would use obtained knowledge. The essay to be written by a contender and should not exceed 2-3 pages.
● A copy of the certificate of secondary education. In case a contender does not have one, he or she may include the report card for 9th, 10th and 11th grades. Should the contender pass the 2nd stage a copy of the certificate of secondary education should be included upon receiving.
● Copies must be certified by a blue seal of the school that issued the document.
● A copy of the certificate confirming the results of the Standardized National Test.
● Letters of recommendation.
● Copies of diplomas and certificates.
● A copy of identification card (ID, Birth Certificate).
● Original certificate from orphanages. (Only for Orphanages’ graduates).
● Certificate of the status of "Large family" (if there are four or more minor children in the family).

5. RULES OF FILLING AND SUBMITTING THE DOCUMENTS


5.1. Any contender who provided false information or fake documents will be excluded from the program.
5.2. Documents may be provided in Russian or in Kazakhю Otherwise they need to be officially translated in one of the languages.
5.3. The documents may not be laminated or intertwined.
5.4. ATTENTION! ALL THE DOCUMENTS PROVIDED FOR THE COMPETITION SHALL NOT BE RETURNED.
5.5. Filled applications:
● It is required to answer ALL the questions in the application form. No column is meant to be left blank.
● All the applicant’s achievements need to be described as fully as possible.
● Last name, given name and middle name required to be spelled as it is in applicant’s passport/ID card.
● Must contain all the contact information including the country code and the area code. The information must also include all the updated contacts (landline, work phone, cell phone, email, fax, address)
5.6. All information must be typed or written in block letters using blue ink. Documents must be stapled in a folder.
5.7. The application and all supporting documents may be sent via mail with "For the Educational Grant" subject or delivered to the Foundation intentionally.
5.8. The Foundation is not responsible for the mail delivery or any other delivery services. Documents are not accepted via email or by fax.
5.9. Deadline for applications: until 26th March of the current year.

6. COMPETITION TERMS


6.1. 15th of January of the current year the Board of Trustees will approve the procedures and the rules for applicants’ selection process. The Board will also decide the number of grants and the figures for each university.
6.2. Educational Grants’ Program is announced before June 1st.
6.3. Contenders may apply for Educational grants before 17th of July of the current year.
6.4. The preliminary list of candidates is formed before 31st of May of the current year.
6.5. The final contenders’ list will be approved by the Foundations’ Board of Trustees before 15th of August of the current year.
6.6. The final list of graduates who have received grants (hereinafter - the grantee) will be formed after the announcement of college entrance exams’ results.
6.7. The final list of grantees will be announced before August 31st of the current year. The Fund reserves the right not to give any explanations concerning the motives and reasons behind the decisions made for educational grants. The Foundation also reserves the right to change the dates and deadlines.


7. CONDITIONS FOR PROVIDING THE GRANT


7.1. The Foundation enters into contracts with grantees and university in case an educational grant is given to a grantee upon the successful admission to university.
7.2. Educational grant is paid in tranches for one academic year.
7.3. Educational grant is only paid for the period university study. In case of granting sabbatical or a dismissal from the university a grantee will no longer receive payments.
7.4 The Foundation may request from University any additional information or documents containing all the changes related to a grantee. The Foundation reserves the right to verify all provided information.
7.5. The Foundation does not provide any advice or information on procedures related to admission to universities.
7.6. Educational grant covers the following expenses:
In case a graduate enters university under the terms of the state grand (or under any other condition which does not involve tuition fees), the Foundation provides a graduate with a scholarship. The scholarship is set individually based on the results of the competition. The scholarship will be paid during the entire time of the university study. In case a graduate to enters university for a fee (or on a contractual) basis, the Foundation shall pay tuition fees for the graduate.
7.7. The Foundation does not provide financial support for participants’ family members.
7.8. Grantees’ obligations
● Grantees must comply with the academic standards of the host university. Grantees are also required to complete a full course of study within the program.
● Grantees must take an active part in public life and demonstrate social responsibility.
● At the end of academic year not later than 1st of July grantees must provide the Foundation with the written report containing information of the passage of study and participation in the university’s public life. This must be done on an annual basis.
